Say pour dire quelque chose, éventuellement à quelqu'un mais c'est le quelques chose qui est prioritaire :
"Say something (to somebody)"

Tell pour dire quelquechos à quelqu'un . C'est la personne à qui l'on parle qui est prioritaire. Le nom ou le pernom représentant la personne à qui l'on parle vient toute suite après le verbe tell :
"Tell somebody something"
